What is the best way to handle this? Isn't that what my pet deposit cover? My Rental insurance?

I live in an apt complex on the 3rd floor.we have a small balcony. After the last strong rain we had the litter box on the balcony got wet. Our neighbor is blaming us for dumping cat urine on her balcony below us. Now the downstairs neighbors is complaining saying we must pay for a flower pot and a table that was "damaged" by the cat urine. We definitely did not damaged anything or purpose, if there is such damage. I have not seen or shown any damage by the management.
It might be covered by your renter's insurance policy, but the bad news is that the alleged damages are probably less than the deductible on the policy. you will need to check the deductible amount on the policy.
If you simply want to "buy peace", buy the neighbor a new pot. If you feel you are truly not responsible, ignor the demand if and until the neighbor decides to sue you in a small claims court.
Your neighbor's property is NOT covered by your renter's policy property coverage. It only covers property you own.
IF your neighbor sues you under a theory of liability then your renter's policy liability coverage would kick in. This is not subject to a deductible. If your neighbor or your landlord make a formal written demand upon you then you can turn the demand in to your insurance carrier. They would likely defend the demand at that point.
Maybe a properly placed timed peace offering could shut this down?
While it is true that you do not control the weather, your annoying neighbor may have an argument that you were negligent for leaving the cat box out on the balcony during the torrential rains and make a liability claim under your policy. In your shoes, I would clip a note to the neighbor's door lying about how bad you feel for the cat box overflow and enclose a restaurant gift card of at least $25 for someplace like Chili's. She may stop pining for a new flower pot and table, and then you can stop worrying about your insurance coverage and any rate increase, and get back to spending quality time with your kitty. Good luck!
