Will Mississippi make HB 585 retroactive inorder for prisoners convicted prior to its passing to qualify for parole at 25%?

My son was convicted before Mississippi's HB 585 was passed. The law says that offenders convicted prior to the new law may petition the sentencing court for parole recommendation. Well my son petitioned and was denied due to the fact that he was not a habitual offender but a first time non violent offender.

I strongly suggest you seek counsel to petition the court for your son.

If he petitioned and the judge denied, the only thing you can do is appeal that decision to the Court of Appeals/Supreme Court.
