What can I do to stop this scam? I don't want to lose my insurance but I won't pay for something that never happened.

Someone filed a claim against my car insurance. My insurance pretty much just handed over a win to whomever it was that filed a false claim. The first time I find out about all of this is yesterday when my insurance bill came with a ridiculous price for surcharge to a nonexistence accident that supposedly took place in Oct of 2015. I called the claims dept. like the agent told me to do and they just tell me I guess you have a case of stolen identity and there is nothing they can do. They wouldn't give me any info as to who, what, where or why this unknown person did this or how they just let it happen. Said that I need a supeona from a lawyer?! According to their pcs someone answered and admitted to the accident on my phone which is a lie. I asked them if they had the recording or anything because every time I ever called them they say your call will be monitored and recorded and I know they are suppose to ask for info to verify a person before talking to them. They said no. If they had did any of that I sure this wouldn't be happening right now. They also said that the only way a person would have been able to file a claim against is if I gave them my information. I never did that.
