I am wanting to get a young lady from Africa to come into my home to care for my kids without going through a agency.

It is not possible to obtain an au pair as a J-1 without going through an agency. The concept of a J-1 visa is that it is a cultural exchange visa or training visa. therefore, only organizations who are registered and authorized by the US State department to issue J visas can do so.
