Can I get custody of my nieces
My 2 nieces are currently in a safety plan but not with immediate family is there anyway for me their aunt to file petition for custody?

I'm a bit surprised that DHR didn't ask you to take the children if you were an option. You can contact their case worker and offer yourself or you can file with the Family Court to seek temporary custody.
