You can try the precinct first, and then the DA.

There are state and federal laws regarding cyber crimes. I suggest you consider reporting the matter to state and federal law enforcement.

The DA or US Attorney have jurisdiction. Try filing a report with the police or FBI.

Go to the police first and then the da if the police refuse to act.

You can report this to the police. If you can demonstrate any actual harm you can retain a lawyer to sue them. Even if you win, being able to collect on the judgment might be the real problem.

Once you gather all of your documentation and evidence of the crimes you believ were committed you can take it to the police, the feds or the prosecuting agency directly. Depending on what was actually done you may have better luck in one jurisdiction over the other. (State vs. Federal) often times it pays to go directly to the prosecuting agency who wil have more time and patience to deal with your issue
