I live in california and want to know if my employer can deduct $ from check. I lost my check and they said to replace it they would have to charge me by taking $15 out of my check to place a stop payment on the previous check issued.

The short answer is "no", they cannot. However, they can charge you a reasonable administrative fee for replacing the check that you lost and require payment of that fee before issuing the new check. So you can agree in writing that your ER may deduct the administrative fee from the check, or pay them the $15.00 by separate payment before you get the new check. $15.00 appears to be pretty reasonable.
