Do I have to renew green card if I want to apply for citizenship?

I've been a permanent resident for over 15 years my green card expired on feb 2016. Can I apply for citizenship with an expired green card? definitely don't want to pay for both or get denied and loose my fee for it. also I wanted to travel out of country for vacation for a week in March 2017 will that be a problem with expired green card if I can't apply for citizenship right away?

You must file to renew the green card in order to file for naturalization, because it is needed for your biometrics appointment.

You honestly want too much. You don't want to pay to renew the GC yet you don't want to pay the fees if you don't renew and the natz application gets denied. You will need to get a more realistic outlook. Either you send in the natz application with an expired GC and risk denial, or you renew it and pay both fees. I have gotten citizenship for clients with expired GCs but technically you need to have a valid GC to apply, and the decision to require it ultimately rests upon the adjudicator. I would therefore advise you to check with a local immigration attorney as to what procedures are loally, OR renew the GC and then apply if you want to avoid an unnecessary denial.

Sorry, you should have filed for naturalization BEFORE the greencard expired ... now it is too late to avoid paying two fees. Yes, you must file the I-90 ... then you can get a visa stamp to travel (with the receipt in hand at an InfoPass appointment). After that you can file the N-400, if you wish. Why do they make you do this? Simple, it is against the law to have an expired greencard ... AND, they want extra money.
