Can I really be charged with animal cruelty for spraying water at neighbors barking dog?

Our neighbor has two beagles who bark/howl constantly. Animal control has gone out and had them sign paperwork saying they would fix the problem, but nothing has been done. We have called the sheriff many times but they never send anyone out. Asked a dog trainer what to do and was told to squirt them with water. I took the hose out and sprayed about 4ft from the beagles and they shut up. (I didn't spray them, they didnt get wet.) The neighbor called the police and I was arrested for animal cruelty How in the world could that be animal cruelty? These neighbors leave dirty diapers full of feces in the bacyard and the beagles eat those, in my opionion that would be considered animal cruelty before spraying a hose in the dogs direction! I have to go to court in 2 months, what should I do?

When you go to court you should bring records of the times they have been cited by animal control as well as documentation that you have called the sheriff's department (this is not really their department - you should continue to call animal control), take pictures of the diapers, keep a log of the dates/times of the barking/howling. If the dog trainer will either testify for you or give you an affidavit stating that squirting water at a dog is not abuse, you should have that available as well. Continue to call animal control. You should speak with a local attorney for further guidance.
