File a modification petition and ask the court to modify the order upward as the current support is not meeting your child's needs. Also your petition should ask the court to look at the prior modification, indicate in your petition that the grounds the modification was granted on were false. If he was not in jail, and that was the grounds for the court lowering the amount of support ordered the court should be able to look back at the prior decision and possibly change it from the time they originally changed it.
To look at the old case, you will need to prove that he was not incarcerated. I am not sure if there is a website in your state where you can look up the records, if there is you should check that and get a printout for the Judge. Did he have a probation/parole officer, if he wasn't incarcerated, they should be able to testify for you to this fact. You will need to subpoena them into court. Are the cars in his name or someone else's name? If they are in his name that is relevant to your case and the court can look at that fact, if they are in someone else's name, then you would have to show that they are really his cars that are being hidden to try to prevent you from getting correct child support. That is difficult but you may be able to do it. Get information about the cars: year, make, model, maybe a picture.
Good luck.
