Can I legally terminate my lease due to negligence?

I have this neighbor who constantly plays loud music past 9pm. I wake up at 5am everyday for work so I need my sleep. I've complained to my landlord eight times in person, two over phone, and recently called the police. Nothing has been done. Can I legally terminate my lease due to the negligence of my landlord for not handling the situation?

If you have given your landlord actual written notice over a 30 day period without any relief, you can terminate the lease and treat his inaction as a constructive eviction. His failure to provide you with habitable premises in which to live lets you break the lease without penalty. But if you have a written lease, before you vacate, you must give the landlord written notice preferably by certified mail, return receipt or have him served by a process server for $40 for the same period as you pay the rent in the written lease..
