Rights for my uncle in the nursing home

I would recommend consulting with local counsel, preferably a certified elder law attorney. It would depend on whether or not his sister was his power of attorney agent or guardian or if she had his permission to "snoop" around his house. If not, then she doesn't have any right simply because she is his sister.
