What is the difference between a i-601 and an i-212

The I-212 waiver waives a prior deportation from the US. The I-601 waiver waived different things, including criminal convictions. Depending when your father was deported (if less than 10 years ago), he may need and I-212 waiver. He may also need an I-601 waiver if the criminal conviction renders him inadmissible, or if he is subject to the 10 year bar, and have not been outside of the United States more than 10 years. Consult with an experienced immigration lawyer to evaluate your case.

The INA I-601 Waiver is filed to "waive" unlawful presence (think the 3 and/or 10 year inadmissibility bar), whereas the I-212 waiver is to request readmission after prior removal (deportation), prior to the ordered 10 years spent outside the USA.

I agree with my colleague. In addition the I-212 is for criminal convictions. Rea the instructions carefully to determine whether your father qualifies.
