What advice would you have for a student trying to come to the USA to finish a Bachelors Degree and pursue a Masters Degree?

My boyfriend is trying to get out of Yemen to finish his studies over here, he is studying for his TOEFL exam and I am working with the International Students department at Boise State University to see about sponsorship. Are there any additional actions we should take? He is at risk in his home country (terrorism, civil war, homosexuality is a capitol offence) and if there are any exemptions for students from countries affected by terrorism. He is currently studying at the University of Aden as a Mathematics Major, he is not a Muslim or Islamist, and has good grades to back up his case. Any advice would be greatly appreciated.
