Hot Check received from Houston, TX resident

I received a hot check from Houston, TX resident back in May, 2016 in the amount of $1,100.00. He is not willing to cooperative nor replaying back to me regards this matter. The check was made from his business shop in Houston, TX (I still have the original check from him). I'm a VA resident and I do not wish travel to Texas nor go to court. However, I want the justice to serve him. I do not care at this point if I don't get that money back. But as long as we put this clown penalized for the poor action he made. What can I do? Please help me. Thank you.
