How to win a Political Asylum Case ? Past or Future

The court says that if there's 10% chance of harm then it also says 50 % harm for withholding of removal. If asylum seeker was persecution in the past and have well-found fear for future persecution, do they base the decision on 10% or 50% ?

The burden does not change, whether it's past persecution or a well-founded fear of the future persecution. However, it is very difficult, if not impossible, currently to demonstrate even a 10% probability of harm, because of the legal precedents that are currently in place. Please do not attempt to do it yourself. You need an assistance of qualified immigration attorney. For example, we turn away many cases if we feel the case cannot be supported by sufficient facts, or is from a country where there is a low stats for asylum grant AND the case does not meet the legitimacy test (appears to be frivolous).
