What if I remix a song or make it "substantially different" but i use a clip of the song in a youtube video that sounds similar

Say I were to completely remix a song and it could not possibly be seen as "substantially similar" in the context of copyright infringement. Now say I take a portion of the song that has less touches added to it, less changes, etc., and put that as a clip in a youtube video that I monetized. Can I say that even though changes may be small, it is part of MY work that is substantially different than the original? Or is that reaching?

That's a derivative work, a right held by the author and is infringement by you. Have to author your own stuff. Unless you get a license from the original author.

The copyright holder has rights in the original and in derivative works. What you are suggesting sounds a lot like a derivative work and would require permission of the copyright holder

I would encourage obtaining a license from the copyright owner first. Even small elements of a song, such as a few seconds or even a "beat," can result in having to defend a copyright infringement suit, which can be expensive even if you win.
