In light of the recent immigration policy to ban the seven Muslim countries. Can I travel as a 10 years green card holder to Dubai and not be scrutinized when I get back.I do hold a passport from an african country that is predominantly Christian and is not on the list of the seven countries subjected to the ban.

You should be fine. But, if you plan to stay there for an extended time you should file for a travel document.

The information you have posted does not seem to indicate that you will have an issue in returning to the U.S. if you visit Dubai for a short period of time. You must of course have a valid resident card and not be inadmissible.
