Will I get the traffic fine as the red light camera for unsafe change lane?

Today, when I was on the way to exit freeway 22, I saw 2 left lanes and change to the first left lane without turning on the signal. I could see the light from a cop's car which was hidden at next place but the cop didn't pull me over. I just wonder whether I will get the traffic fine as the red light camera because either the cop didn't pull me over or I didn't get any violation.
