I had applied for h4 cos and H4 EAD. My h4 EAD online status shows " new card is being produced". But my H4 online status has not chaneed. What does this mean . EAD cannot be approved unless I get my h4 . So can we assume h4 is also approved. I had applied a change in status from H1 to H4 after my husband had i140 approved.

The online system is not always accurately updated. If you have a new EAD then one can assume your H4 status is approved. However, I would await to receive written documentation form USCIS via mail before making any final assumptions.

No, you can't assume anything. Maybe the COS is approved, maybe not.
