Assuming that the car accident occurred in the State of California, in which city and county did the automobile accident occur?
On what date did the automobile accident occur?
As a result of the accident, what injury or injuries did you suffer?
I sincerely apologize. I am a little bit unclear about how your automobile accident transpired. Can you please describe or explain your automobile accident to me? Were you a pedestrian when the other driver ran into you? Were you a motorist when the other driver ran into you? I do not want to assume anything here.
You state that there was no police report filed.

Probably, unless the state where this occurred has a law which prevents you, as an uninsured driver, from making such a property damage claim. Hopefully you have now acquired the needed liability insurance. No one should own or operate any motor vehicle without maintaining adequate automobile liability insurance coverage on it at all times.
Assuming this happened in CA and liability for the accident is on the other driver, you should be able to recover damages to your vehicle from the at-fault driver's insurance company. As others have mentioned, Prop 213 does prevent recovery for non-economic damages (pain and suffering) if you're the driver in an accident AND your vehicle is uninsured, however you would still be able to recover economic damages including medical bills, property damage (vehicle) etc. Hope it works out.
