I am a u.s. citizen. 10 years ago I married and immigrated my husband and step son. At that tine my 19 year old step daughter had run away from home and therefore was not in the initial petition. Can I ststill petion for her? How long will it take?

If you are requesting custody or child support, a Petition only covers minor children (under 18 years old except for very limited other circumstances). If you are asking about immigration matters, you might want to repost your question as an "immigration" question rather than family law.
