Start by going to the DMV and inquire when you'll be eligible to have your license reinstated. However, if you've blown paying your fines, you'll have an FTA (failure to appear) due to the failure to pay, which results in a bench warrant issued for your arrest. You'll need to go to the court where your convictions were entered and resolve the fine payment. Good Luck & God Bless.

Judiths answer is right.
You should contact the DMV to determine if you are eligible for a license. If you finished the classes you would be eligible for a license. Because of the 2005 conviction you should have taken the 18 month class, unless on the 2002 case you also won the Administrative hearing. If you were supposed to take the 18 month calss and did not, you will not be able to get a license until it it completed. Failure to pay can result in a hold being placed on your license and further suspension. However once they are paid, you should be able to get your license.
I would be a little less worried about your driving privileges and more worried about the two probation violations that you will be facing. There is no doubt that you have two warrants for your arrest and given the amount of time that you have done nothing on your cases I would not be surprised if a judge did not want jail time for the probation violations. You need to hire an attorney to fix the outstanding warrants and deal with the probation violations. As for the license issue – yes this can be resolved you will have to attend the 18 month class and have a SR-22 on file. You need to hire an attorney as soon as possible.
