Hi I had 3 dui in california, two dropped off and the 3rd one was 5 years ago. can I get license out of state.

It depends on the laws and DMV polices on that other state.

The best place to start is the CA DMV at 916-657-6525. Call that number, listen to the recording until it gives you the prompts for the different extensions, then press 9. The will be another set of prompts and you'll choose 1. Give the person your CA Driver's license number and ask if there is a hold on your privilege to drive and if so whether you are eligible for a 1650 Waiver. After you are sure there is no hold or you successfully have it removed contact the motor vehicles department in AZ and see about getting a license there.

If you are suspended by the CA DMV you will not be able to get a license in another state. All states belong to the Problem Driver Pointer System. Under that system they agree not to issue a license to anyone who is suspended in another state. Also, I am not sure what you mean by the DUI's dropped off. If you are suspended for old DUI's, that suspension does not go away, even if the DUI is older than the lookback period for DUI's. If you are suspended in CA you must satisfy CA license reinstatement before you can get a license anywhere.
