Your mother passed away and left a rental property. As previously stated, you need to start probate process. You also need to account for income and expenses if you are appointed executor or administrator. You will need to transfer insurance to the name of the estate ASAP. If the property is located in Philadelphia there are L&I issues involved in transferring the licenses. This may seem complicated to you, but any experienced probate attorney can help you with this. Call our firm or anyone you feel comfortable with.
