What should I do?

In July 2016 I submitted an application for a lost resident replacement card. I received an appointment to get my biometrics, which I went to. And here we are in june 2017 with no letter about the status of my application. Last month I moved to my new place and inside 1 of my wallets I saw my resident card which expired November of 2015, which means that when I filed for a lost resident card, my card was already expired 8 months, and I had no idea. I keep calling immigration services about updates on my application and they just tell me that my application is still pending consideration. So I'm not sure what steps to take next, are they not going to give me a new card? Or what's really going on. What's taking so long? Does it usually take this long?

Write a certified letter to the address on your I-90 receipt, include a copy of the receipt and card ... explaining what happened.

It does take USCIS way too long to issue new green cards. But at this point, it would be a good idea to make an InfoPass appointment at your local USCIS office. https://my.uscis.gov/en/appointment. They'll put a I-551 stamp in your passport if you bring your I-90 receipt notice, which can serve as a temporary green card until you get one in the mail. At the appointment they may be able to check up on the progress of your replacement application.
