I am trying to prove that my step daughter was born in the US. In addition to several other documents indicating she was born here (although this is being disputed), I have an old Border crossing card. I am trying to locate a record that shows that her mother crossed the border at or around the time that my step daughter was born. The card has an Alien number on it, however I have been unsuccessful in finding any records with that number(I tried searching the national archives). The card has an expiration date 1/3/01. It has green letters across the top that say Border Crosser. It includes a photo, Name, DOB, Alien number, Expiration, signature, and fingerprint on the front of the card. The back of the card has DLR followed by a 19 digit number. There is also some other numbers, including the A number on the bottom of the back side of the card. The card has been cut across one corner,.....presumably because it had expired. So I can't read all the numbers on the back of the card.
I don't know why you posted this as a "credit card fraud" question as it doesn't appear to be that. By doing that criminal and debt/bankruptcy lawyers saw it, but immigration lawyers didn't (I'm not an immigration lawyer). It appears to be an immigration issue, so I will try and move it there for you, and hopefully then it can get replies.

How about locating your step-daughter's birth certificate? Surely if she was born in the USA her birth has been "registered" in some city/county/municipality?
Have you filed a Freedom of Information Act request for the mother? If she is still living, you will need to get her consent. If she is not, you will need to attach proof of her death (obituary, death certificate). A FOIA request takes a long time, but the record may contain what you are looking for. Good luck!
