Do I have a consumer protection? Can I force them to give me what I was originally promised, or pay for the money I lost?

I was looking online for a place to book my hotel. I came across a thread stating booking.com was giving out free attraction passes after you book with them. So instead of shopping around I booked with booking.com. Later I received my email stating: Here's How It Works Visit any of the attractions listed between 2017-11-18 and 2017-11-27 Just show QR code to staff at the attractions (or location listed) to get your free passes! Enjoy Dubai attractions – free Frequently Asked Questions Do people visiting with me get free passes, too? Yes, your travel group can all visit with you for free using your QR code. Are there hidden charges or fees? No charges, no fees – you can visit every attraction, completely free. Now weeks after I've told my friends and family who have since made plans to buy flight to Dubai to take advantage of this, they changed the wording to reflect a limit of 100 euros, per person. I gave away the $2300 that I had saved up to my mom because I no longer needed it due to this pass. So she used my $2300 to cover her medical bills instead. Now I have no money left for attractions. Do I have a consumer protection lawsuit?

Your rights vis-a-vis booking.com depend on their terms of service that you agreed to when you used their service. These terms will spell out HOW you need to proceed in order to assert any claim --mediation? arbitration? litigation? by first sending a letter regarding what you believe is a breach, and waiting 30 days for them to try to "cure" the problem-- and WHERE, which is probably the state/county they're in, perhaps satte court, perhaps federal court, perhaps either.
