Petition for my sister?
I recently became an US citizen, my sister is now here with me in USA on a Visitor visa. Her visa is valid for 10 years. Can I petition I130 for her now?

Yes you can regardless of the physical location of your sister. the fact she is your sister will need to be document and enough in and of itself. the process will take about 14 years and there will be no immediate benefit until then.

You may file for her.
She will not be able to receive an immigrant visa for many years.
She.cannot stay in the USA illegally until then.
She.can only stay up to the time granted on her I-94, not her visa.

You can file the FORM I-130 on behalf of your sister but a visa will not become available for at least 12 years or more.
