What if my in-laws have my fourteen year old daughter? And they are not letting me see her? Can I file a grievance?

She is mad at me. Her father died four years ago. I have custody. I agreed she didn't have to come home right away, but now they seem to be blocking me from seeing her.

Forewarn them that if they refuse to turn your child back over to you, you will call the police; they do not have custodial rights to your child and arguably may be in violation of sec. 948.31, Wisconsin's felony kidnap statute.
