If I move to Washington State during the year separation how do I file for divorce and can I still get my divorce from being separated from a year even though I moved to a different state

You can only file for divorce in NC if you or your spouse have lived in NC for at least six consecutive months prior to the complaint being filed. So, you can move and still file in NC if your spouse lives in NC at the time of filing. You would have to check with an attorney in Washington to figure out how long you have to live there to establish residency for divorce purposes.
