How should I get a new Driving Licence in California?

I have recently moved to Califonia from Iowa. I have a speeding ticket on my Iowa Licence and wanted advice on which route to take. (P.S. My Iowa licence will expire in 12 days) Route 1: Should I surrender my Iowa licence in California and take a written test to get a new CA Licence? Route 2: Let my Iowa Licence expire and then get a new CA licence by giving both written and behind the wheel test? Question1 - Will my driving record become clean if I take route 2? Question 2- How will California transfer my points to CA, as Iowa doesn't have a point based system?
