You can file for her as an immediate relative by filing Form I130 and initiating consular processing. If she is in the US she is adjustment eligible, but her intent upon entry cannot be to remain permanently.

Yes. You sure can. Your mom is your immediate relative as u are a us citizen over 21. Accordingly, an immigrant visa is immediately available for her. A lot of us are very affordable and can help u process your moms paperwork.
