What rights does a child have to see his other siblings?

My grandson was taken by his paternal grandparents when parents were on drugs. The father, my son passed away in 2015 but had a daughter with another woman which I have custody of. So they are half brother and sister, but of course they don't know the difference. The children get to spend 5 hrs together every other weekend. I don't feel this is enough time. Paternal grandparents will not allow him to spend the night or have vacations like before he was taken.

Your question has been here for four days now which means after seven, attorneys won't be able to respond. has a system in place to message attorneys directly. Use the find a lawyer and you can try that. Or, use it and see about setting up an appointment with a local attorney. There are attorneys that charge a low amount or nothing for an initial consultation. I can't give you advice since I'm not in your state, I've found by doing this it sometimes prompts an attorney from your state to respond. Otherwise, you'll have to repost your question and hope you get a response. The hurricane right now isn't going to help in getting an answer. Best to you,

I'd consult with a local attorney who can get more information. Since it sounds like there are different mothers to the children, there would be different cases--and if there was a neglect action on both kids at some point, there should have been a GAL for both kids--and it should have been the same person. They may be the best person to help, as they can file motions on behalf of the kids and request the Court enter orders about the kids spending more time together. But, without knowing all the facts, it's hard to really put together a plan of action, so consulting with someone local and experienced is a good idea.
