I was given a speeding ticket on US-1 near spotsylvania. Can I represent myself and request judge to decrease the charge? I dont have a speeding ticket in the last 5 years.

Best option would be to have local speeding/traffic ocunsel retained to cross-examine the officer and perhaps minimize the fallout.

Sure you can. You can ask the judge whatever you want. Do not expect the judge to decrease the charge just because you ask though.

Since you are charged with an infraction, the worst penalty will be a fine. Your driving record will not be considered unless and until you either plead guilty or you are found guilty by the court after a trial. You should be prepared to discuss your side of the case, why you were driving 63/45. Not having a tickiet for five years is helpful, but does not guarantee that the charge will be decreased to speeding 54/45, defective equipment, or anything else. Consult with a loca attorney for more information.
