Is the school liable when a student slips and falls if the floor was wet and no floor mats were in place?

Entering school building, it was raining and the floors were wet and there were no floor mats or signs to indicate floor was wet, to be cautious. My daughter slipped and landed on her tail bone because of this...it happened 2 days ago...went to urgent care...x-rays were taken...and it was not broken and her spine does not seem to have suffered a disalignment. I was told that if in a week she does not improve....she may need therapy...I went to the school and asked where should I submit paper work for medical expenses that may occur. I was told that the state of Texas there is in place a law where the school is not responsible for injuries sustained on school property.
from what the school has told you, it appears that your best bet right now is to make an appointment with a personal injury attorney in your area and have a consultation. Generally, the initial consult is free and without any obligation.

You need to contact a Texas persopnal injury lawyer ASAP because claims against state agencies usually have strict notice requirements that, if missed, prevent you from bringing any lawsuit.
Good luck.
Claims against schools are under the Texas Tort Claims Act.
The mere fact that an accident occured on the school does not make them responsible for the injuries or medical bills.
It is confusing law and requires the assistance of an experienced Texas personal injury lawyer.
There are deadlines to send notice of claim and if deadline is missed, you can never file a lawsuit.
Call a personal injury attorney ASAP.

The government throws up many hurdles against those who dare to sue any governmental agency, which includes public schools. You need to retain counsel immediately to be certain that there is strict compliance with any early notice requirements, one of those hurdles.
However, in Massachusetts, there is a case known as the Stanetsky Funeral Home case, which has been quoted nationwide, standing for the general proposition that on a rainy day, people know that water gets tracked inside and property owners have a limited duty to do only that which is reasonable. See an attorney right away, but don't expect this to be easy.
