Can a government court house refuse cash payments in pennies for paying a fine/violation?

The Coinage Act of 1965 states that coins of the federal reserve are legal tender, but does the court house have to accept payment in pennies? Does NY State have a law(s) prohibiting coin payments up to a specific amount? Would the cashier clerk prevent you from leaving the court house until they finish counting? Thanks

I don’t know if they can refuse but don’t expect a receipt until the counting is done. My hunch is they would not accept pennies.

Just because it’s legal tended, an entity is not compelled to take it. Just like people refuse large bills, they can refuse this. Why would you do that to the poor cashier? Figure out another way for your protest stunt.
