If a cop doesn't write the fine on the speeding ticket, is there a fine to be paid?

i got pulled over on sunday afternoon in somerville for going 48 in the 30mph zone of highway 64. the officer wrote me a citation, and told me court was not mandatory. he told me if i didnt plan on going to court, to call the fayett county sherrifs dept. i called monday, and was told to call back tuesday. i called earlier today(tues) and the woman said there was no file for my name on record and that i should call back tomorrow. does this all mean hes just taking a while to send it in, or is the ticket not going to count against me? its my first offense...

most likely means the citation has not made its way to the court just yet...... P. Darrell Kimbrell

They are just taking a while to process the citation. If you pay the fine, you are pleading guilty and putting a moving violation on your record. If you go to court you plead not guilty and set the matter for trial, or your can negotiate with the state for a more favorable offer. Your appearance in court is not mandatory, as the officer said, but by not appearing, and not hiring an attorney, you are waiving your right to plead not guilty and your right to negotiate with the state.
