Next step in dealing with a citation regarding 36 CFR 2.35 (B)(2) (controlled subst. pos.) given on National Park Land?

I was issued a citation for the following violation: 36 CFR 2.35 (B) (2) - Possession of a Controlled Substance while camping on National Park Service property. This is a first time offense. The fine is for $225. Is this an arrest or an incident that will show up on background checks? The federal officer said if I pay the fine it won't become public knowledge and will be similar to a open container violation - ie. not that big of a deal. Is that accurate? I am somewhat aware of the negative externalities of drug related offenses on ones record and would like to avoid them. What are the next steps I should take? Thank you.
