Under the statutory definition a smoke bomb - by definition - is an explosive device and is illegal. In Aurora, the first time you're caught, the fine is $250; each time you're cited after that, the fine goes up $100, to a maximum of $950. Good luck and I hope this helps.

The creation of any incendiary device or explosive is illegal everywhere in Illinois under state statute. Possession of some of them is allowed. Please refer to this: http://www.ilga.gov/legislation/ilcs/ilcs4.asp?... Section 20-2 prohibits the creation of any incendiary device to commit an offense, and use of incendiary devices is an offense in many cases. John Yetter

What do you think would happen to you if you somehow forget your innocently devised smoke bomb in your bag and then appear for any domestic or international flight at O'Hare? I do not believe you would get away with a $250 fine. Possible charges may be under the federal terrorist statutes. I think you need to select a more safe way to entertain yourself.
