Your best bet is to make an INFOPASS appointment and submit the letter to the USCIS officer. They will make sure the letter gets to your file. But I highly recommend that you consult with an experienced immigration attorney before submitting information to USCIS, as you may be potentially hurting your case without knowing it... Let me know if I can help.
You can certainly send the officer who is handling your case a letter. Whether they will actually read it and do anything in response to it is a completely different story. if you are not represented by counsel you might consider consulting with an immigration attorney before doing anting. If you are represented by an attorney, you should certainly speak with him or her before doing anything.
