Can I get a license with an ITIN NUMBER?

I have been illegaly here in the u.s for 16 years, I came here when I was 8, now I'm 23. I got a high school permit, it is now expired, but I want to get a license, I can meet all the other requisites that is asked to obtain a license , the only thing I do not have is a social, but my question is if I can get my license with an ITIN number.Please help me, or give me other options that I can do.
