What are my options if a former company is refusing to pay outstanding invoices from my time as a contractor?

I was transitioned to an employee after working as a contractor for roughly 90 days for a company. There is an outstanding balance that was owed to me from when I was consulting/1099 that I have yet to receive and I have been trying to collect this through my employment time as well and never receive the monies. The CEO has said I will get paid (its only about $10K) but every time I inquire when I either an ignored for a month or receive some sort of excuse. It's now been more than 6 months and I don't think the company has an intent to pay any more.

I believe it is likely that your time as a contractor is covered by the DC Wage Payment and Collection Law, which requires prompt payment of all pay for work done for an employer. Remedies can be significant, as in a successful lawsuit if you proved your case you could be entitled to payment of the $10K owed, plus another three times that amount ($30K), plus attorneys fees. On the other hand, the fact that your currently employed may give you pause in taking legal action against your employer.
