Public intoxication [Penal Code section 647(f)] isn't one that typically gets "specialization" from a criminal defense attorney.
You need to consult with a few criminal defense attorneys that routinely practice in the court where your case will be heard. From there, choose the one you feel most comfortable with and see what you can work out with regards to payments and fees. If you are finding that you cannot afford to hire an attorney, you can request the services of the public defender's office when you go to court.
I agree with Mr. Dane. No one really specializes in 647(f) cases. I was in charge of the chronic offenders at the Orange County District Attorney’s office and that would be as close as anyone would get to specializing in these crimes. Most criminal attorneys that handle DUI cases can handle your case. The main thing is to find someone that you are confident in hiring. I would talk to 2-3 attorneys and get a feel for each one. Some attorneys will offer payment plan options.

I doubt you are going to find an attorney that specializes in public intoxication cases. These are fairly simple cases and usually not a top priority in most jurisdictions. You should talk to a few lawyers in the area. See if they can work out a payment plan with you. If not, let the judge appoint a public defender.
