Tenants have no "right" to access of locked and secured areas.

Your rights as a tenant include not having your essential services (such as electricity) interrupted. You are not entitled to have unsupervised access to the circuit breakers (unless you included that language in your lease) but you are entitled to have a problem resolved in a reasonable amount of time. What part of your rented space was without electricity? Was the whole space dark or a portion? Was your heat affected or is your heat not run by electric? Other important questions are whether you know what caused the circuit breakers to flip and whether this is a common or isolated occurrence. If this is an isolated incident, then, in my opinion, this is not something to litigate about. Work it out with the landlord by figuring out a quicker response time and getting a pro rata 1-day rent credit for your inability to use that portion of your rented space that was without electricity.
