Can I sign my parental rights away in Boise, ID? Does this erase my past due child support?

My daughter is 15. I have fought for years to have partial custody of her. I've supported her in everything she does with sports, school, ect. My ex doesn't go by the guidelines of the custodial contract. I've called the police because of this. They say there is nothing they can do I need to file " a contempt of court" for each charge. I don't have an attorney and I can't afford one. Each charge costs $ to file. My daughter never calls, never comes over. They don't go by the paperwork. I am now over 9k behind in child support. I have other children that live with me and my current wife. It's ruining my credit, my drivers license is suspended, I can't fish or hunt, I can't buy a house , nothing. If I file my rights away ( since I don't see her anyway) will this clear that debt and my obligated child support payments? It's $480 per month. I make 22k a year

You can usually only "sign away your rights" in conjunction with a step-parent adoption, or CPS action. Child support and custody/visitation are separate and children still generate bills for food, clothing, shelter, etc, even if a parent isn't seeing them. You can usually fix the license suspension stuff by entering into a payment agreement with Health & Welfare, and probably paying at least one reinstatement fee for the driver's license suspension. Very technically, you are not looking to avoid the rights of being a parent. Rights are things we choose to exercise, or not. Voting, for instance. Being a parent comes with legal obligations and legal obligations normally cannot be avoided by choice. Here, a step-parent adoption would take the legal obligation from the current legal parent and transfer it to the adoptive parent.
