next door neighbor out of the blue in there front yard put up a rude and offensive sign calling one of the neighbors ignorant cause they believed there dog pooped on there lawn. is this legal? and what can be done about this?

Depending on the content, everyone has a right to free speech, esp. on their own property so long as it complies with local laws and the CC&Rs of the property.
You can try calling the police non-emergency line to discuss, but this is probably not against the law - people have a right to put up signs on their property. I also am pretty sure you cannot get a restraining order, since that involves threats of physical harm.
However it's quite possible you could successfully sue them in small claims court and seek money damages on a couple types of claims:
(1) intentional infliction of emotional distress, and
(2) nuisance, which is an old fashioned type of claim where you argue that one person's use of his property interferes with a neighbor's enjoyment of his own property. It used to be a common claim when someone would send smoke or soot or bad smells into neighboring properties, but it seems to fit your case as well.
Once you file the case and hopefully win, they will figure out it's not a good idea to do that again.
