I'm sorry that you are in such a difficult situation. I know there isn't much you can do to get movement out of another person, but you need to figure out how you want to move forward and seek the advice of an attorney. Generally, these Removal of Conditions Petitions need to be filed jointly. However, there are four situations where you can ask for a waiver of the joint filing requirement and file the I-751 alone: 1) Your spouse died - doesn't apply here; 2) You both entered the marriage in good faith, but the marriage is already over (you are divorced or the marriage was annulled) - if the relationship won't be continuing (a decision you need to make, if this person isn't interested enough to do something so important for you and this is one of your options), this might work, but since divorces take time and you have a limited window in which to file there are timing issues which need to be discussed with an attorney. 3) You both entered the marriage in good faith, and are still married, but your citizen spouse has battered you or treated you with extreme cruelty - I hope this isn't the case, but you should discuss your situation with a lawyer to see if this applies to you. 4) Termination of your status and your removal from the U.S. would result in extreme hardship - not sure of your exact situation, but there is a very high standard for this and proving it would likely be very, very tough. If you think there is something unique to your background that might qualify you for this, speak tyo a lawyer about it as well. To sum up, start thinking about your own future plans, and talk to an immigration lawyer (and perhaps a family lawyer).

Initially, you must file a Petition to Remove Conditions within the 90 days immediately preceding your two year anniversary. If you do not file, USCIS can terminate your status and institute deportation proceedings against you. If your husband will not file the petition jointly with you, you can file on your own. You will need to terminate your marriage and then request a waiver of the joint filing requirement. If you married each other in good faith, then there was an underlying desire to spend the rest of your lives together. Prior to terminating the marriage, try to seek some counseling to resolve any issues in the marriage. Only if you cannot resolve the issues should you consider terminating the marriage.
