What is considered abandonment of property? Tenant turned utilities off; landlord turned back on.

House is empty. Tenant returned to house and vandalism and destruction was done (i.e., stove left on, fish was dumped in air return ducts in home, fuse was removed from heating unit; therefore no heat in house.)

If the tenant has vacated the premises (i.e. all belongings are removed) and returned the keys, you have clear abandonment. Short of that, you are in a gray area. You may need to proceed through the process of obaining an order for possession. Alternatively, you may be able to change the locks; however, this has some real risk associated with it. You should speak with an attorney so that you can relay all of hte specifics of the situation and obtain an explanation of your options.
