Per 75 PS 3804 and 3806, acceptance into ARD for a DUI counts as a "conviction" for sentencing purposes and for possible enhancement if there is a subsequent DUI within 10 years. An order to expunge does not remove the ARD disposition from your certified driving record.

No. The ARD program is designed to provide first-time offenders an opportunity to avoid having a conviction on their record.
Typically (and this varies by jurisdiction) the ARD program will involve any or all of the following: A period of license suspension (usually between 30 and 60 days), mandatory attendance at a safe-driving program, payment of costs and fees associated with the program, and a probabtion period (usually around 6 months).
Once the probation period is over, and if all of the other ARD requirements are met, the driver (or their attorney) can file a Motion for Expungement. This clears the driver's record, and no conviction will appear.
